Add model card and metadata

This PR populates the model card with appropriate metadata (such as the pipeline tag and license) and links it to the paper DSpark: Confidence-Scheduled Speculative Decoding with Semi-Autoregressive Generation. It also provides a link to the official DeepSpec code repository.
