Windows Native Support for RTX 5060 Ti (Blackwell)

For those Windows users (or anyone who wants to avoid WSL), I've successfully compiled and run the Maple server natively on Windows 11.
I've packaged it with all the necessary CUDA 12.8 dependencies, specifically targeting the RTX 5060 Ti (Blackwell sm_120)β architecture.
