Add model card with project links and robotics pipeline tag

This PR adds a model card for WSA, linking it to the paper WSA$_1$: a 3D-Centric World-Spatial-Action Model for Generalizable Robot Control. It also configures the robotics pipeline tag so that the model is properly categorized on the Hugging Face Hub, and provides links to the official code repository and project page.
