SAM 3 weights for sam3rs

Meta's SAM 3 checkpoint, for sam3rs, a native Rust runtime for SAM 3 on NVIDIA GPUs (CUDA) and Apple silicon (Metal).

The files are byte-identical copies of the ones in facebook/sam3:
