Not sure where to post this, but after about a dozen tries at downloading this 15GB chunk, i'm thinking its an AMAZON S3 issue.
I get parts of the file at 700Mbits, then the last ~4GB chunk at megabits/sec. Once in a while it completes, checks, then starts over.
Given the speed of that chunk's download, that piece might be corrupt and many are trying to re-get it.

You can try download it with HF CLI client. I find it very stable and performant.
