rays-update OTA package mirror (backup source)

This HuggingFace repo mirrors the ModelScope zala8888/paraformer-zh OTA packages (updater / app / lib / model binaries) and serves as a backup download source for the rays-update self-updater.

The primary source remains ModelScope; rays-update falls back to this repo only when the primary source is unreachable (network timeout / 5xx). URLs are derived at runtime by derive_hf_backup_urls() — they are not hardcoded in the Gitee manifest.
