Improve model card, add pipeline tag, and links to paper and code

This PR improves the model card for HierCAD-14B by adding the appropriate pipeline_tag (text-generation) and library_name (peft) in the metadata. It also adds links to the paper, the GitHub repository, and the dataset to make the model more discoverable and documented for the community.
