REAX SN92 generalist entry

Decision model for the REAX (SN92) generalist track: one forward pass over the fixed REAX decision prompt, answer read out over the option letters. Weights are safetensors only; see reax-specialist.json for the manifest. readout.safetensors and decision_config.json are the joint-readout files of the published package layout (the readout rows are the base model's letter rows, unchanged).
