Latent on-demand models

LiteRT models the Latent camera app downloads on demand. The app pins every file by commit, SHA-256 and size. Generic files run on any device (GPU or CPU); files under <soc>/ are ahead-of-time compiled for that Qualcomm NPU and replace the generic file on matching devices.

Each file keeps its upstream licence; the texts are in licenses/.
