Add StormScope Flash GOES and MRMS/GLM checkpoints
Adds six optimizer-free Flash experts in checkpoints/goes/3km_10min_flash and checkpoints/mrms/3km_10min_flash, plus separate registry variants. Existing teacher entries and shared assets remain unchanged. Includes the reviewed model-card introduction and MRMS skill table. Selected source and deployment hashes are recorded in the registry; all six deployment weights were checksum-verified and strictly reloaded.
Nice, only one comment @Shoaib78971 : Can we migrate the MRMS Forecast Skill part out of the readme and into a dedicated .pdf/.md file (can link to it from the readme)? I think we should have a bit more description on the evaluation procedure, metrics, etc almost like a single-page standalone paper just to clearly document what those skill score numbers actually mean.
