Add ArtiFixer 1.3B variant to the model card

Single combined card covering the released 14B variant and the new 1.3B variant (Wan2.1-T2V-1.3B base, checkpoint artifixer-1.3b.pt, 1,678,749,760 trainable params). Eval tables refreshed to released-checkpoint numbers for both variants. config.json gains a variants map listing both weight files (original keys preserved). Note: the 1.3B release date is a placeholder (07/2026) pending the checkpoint upload.
