NucleCast: SEVIR checkpoints

Checkpoints accompanying an anonymous submission (SEVIR VIL precipitation nowcasting, 13 input frames, 12 forecast frames at 5 min). They are loaded by the accompanying code release (weights/download_weights.sh downloads and verifies them).
