Shhield AI rbt3 privacy model

Fine-tuned from hfl/rbt3, revision 0aa0527ff4170f29e1dfd3eb6ef60dc67e1bf75c. See NOTICE for provenance. The training data contains GLEIF CC0 legal-entity reference data and project-generated examples.

This is the legacy bundled BERT-CRF model used by Shhield AI Desktop packaging. It did not pass the project's D5 semantic gate and is not the default RaNER model. The files are pinned by Shhield AI's privacy_rbt3_manifest.json.
