PhononCore.xcframework, with run-time flow steps

The compiled Rust core of xn-ptts 0.4.2 (MIT or Apache-2.0), for iPhone, the iOS simulator, Apple-silicon Macs and Mac Catalyst, built by ios/build-xcframework.sh with one change: the number of flow steps per frame is chosen at run time (ptts_set_steps), with a flow-step graph in the bundles of itsmechico/phonon-40m-*-coreml. Inkear's InkearKit/Package.swift fetches it by URL and checksum; the patch is tools/phonon-coreml/steps.patch in the Inkear repository.
