Empathery v2 Windows runtime packages

Prebuilt GPU runtime packages for the isolated Empathery v2 desktop application. They are built from tc-mb/llama.cpp-omni revision 74699a53df6ca0f4947ff37066f851532c20b12d with the project patch stack and portable Windows build settings.

Each archive includes the applicable upstream license notices. AMD/Vulkan remains experimental until physical AMD audio and TTS validation passes.
