Baseline weight storage

The organizer baseline weights are intentionally excluded from GitHub because they exceed GitHub's normal Git/LFS object limits. The reviewed local copies are mirrored in the private Hugging Face model repository below.

The repository is private. Authenticate with hf auth login, then restore and verify all three files without executing them:

powershell -ExecutionPolicy Bypass -File .\format\baseline_submit\model\restore_from_hf.ps1

The restore script downloads to an isolated temporary directory, validates the exact byte size and SHA-256 from SHA256SUMS.txt, and only then copies a missing file into the baseline model directory. It refuses to overwrite a different local file.
