HaMeR weights mirror

Unmodified files from the upstream HaMeR demo data bundle (https://www.cs.utexas.edu/~pavlakos/hamer/data/hamer_demo_data.tar.gz, github.com/geopavlakos/hamer, MIT), re-hosted only so a tt-model-manager bundle can point at an HF model repo.
