Add Coqui XTTS v2 GGUF package metadata

Initial metadata and CPML license for the native audio.cpp XTTS v2 packages. Model files will be added to this PR after embedding its immutable revision.
Native XTTS v2 implementation is now available in audio.cpp PR #520. Both F16 and Q8_0 artifacts have been validated, and all six upstream cross-platform CI checks pass.
