Portuguese → English phone pack (lean ONNX, int8)

On-device version of WindyTranslate/translate-tc-bible-big-roa-en @ 7023d24 for Windy Traveler's offline mode. Despite "bible" in its upstream name, this is Helsinki-NLP's general-purpose Romance→English model, not a scripture-only variant. Same weights, converted to ONNX and quantized to int8, with the shared embedding stored once (embed.bin). Download: 246.0 MB. Everything a runtime needs is in pack.json (files with sha256, tokenizer rule, decoding settings).

Measured: FLORES-200 devtest, all 1,012 sentences, beam 4: chrF++ 70.81 (CTranslate2 int8 of the same model: 70.91), spBLEU 54.08. Machine translation needs a human check for anything that matters.

test_vectors.json: 20 devtest sentences with expected token ids and outputs, to check a port.
