Add Russian CosyVoice 3 dubbing pack

Adds Russian language metadata and a reproducible CosyVoice 3 voice-conversion pack: 20 duration- and pitch-aligned WAV samples, prosody profiles, translations, generation scripts, and a machine-readable QA report. Existing model checkpoints are unchanged.
A complete public contributor fork is available at https://huggingface.co/Random118/GLaDOS_TTS.
The fork model card includes five labeled, browser-playable Russian examples and links to all 20 WAV files. I verified the rendered page in Chromium: all five players loaded successfully with no media errors. The machine-readable QA report passes all 20 clips; existing GPT-SoVITS and Style-Bert-VITS2 checkpoints remain unchanged.
