Decision backend and HTTP API for ThakiCloud/Thaki-PolicyGate-9B-v0.1. The model extracts a JSON IR from a Korean case plus regulation text. This code checks that IR against the source text and then answers or abstains. Backend v2.9 is the frozen v2.8 plus a numeric polarity guard that can only turn answers into abstentions.

Research preview. The API is advisory and has no side effects. Do not connect it to automated approval or denial.

POST /v1/decide takes {"doc", "q", "options"}, and options must include 규정상 확인 불가. There are also GET /health and GET /v1/info.

scripts/ holds the backend modules, copied byte for byte from the research repository. Import fails if a frozen file changes: v2.9 checks the v2.8 hash, v2.8 checks v2.7, and v2.7 checks the v2.6 set listed in esg_v26.FROZEN.json. These files also contain the research evaluation harness, but the API uses only the decision path. serve/kd9b_api.py is the API (KD_BACKEND=v29). examples/ holds three development items, each with the recorded model output and the expected decision.
