Pantheon Local catalog

The signed list of models a Pantheon Local box can install. Each one is built and measured by TeamIDE for a specific card.

catalog.json: the manifest. Every file is pinned by repo revision and sha256.
catalog.json.minisig: its minisign signature. Boxes verify it against the public key built into Pantheon before using anything.
