Whisper.net Vulkan runtime for MediaKit

The Windows x64 libraries of Whisper.net.Runtime.Vulkan 1.9.1 (whisper.cpp with its Vulkan backend), byte for byte as in that NuGet package, repacked without its other platforms so that the download is half the size.

MediaKit downloads this file only when you choose "Download graphics card support" in Settings → Transcription, and checks its SHA-256 before using it. It is not a model and has no use outside a program built with Whisper.net 1.9.1.
