Under the hood, reasoning_effort seems just system-prompt-based soft steering by injecting text, such as: "Reasoning effort is set to xhigh ...". I just decided to use my own hard gate guideline for reasoning behaviour on RULES.md, AGENTS.md. Thanks.

I can't seem to control its thinking level. For even simple tasks, Qwen 27B writes test code, runs regression and E2E tests, and even handles benchmarks. Any suggestions?
