Add model card, link to paper and project page

This PR adds a model card for OpenHLM to document the repository, linking it to the paper OpenHLM: An Empirical Recipe for Whole-Body Humanoid Loco-Manipulation and its official project page. It also adds the robotics pipeline tag to the YAML metadata to help users discover it on the Hugging Face Hub.
