Why is this so bad?

I made a tab group with a specific theme, and added a few tabs of different sites to it. There's several tabs of the same sites & topic outside the group, but I only get one suggested tab for something that's neither one of the sites, and only adjacently relevant at best. None of the tabs from the same sites & topic are listed, nor anything else (including other tabs from the suggested tab / site).
This "feature" / model feels entirely pointless?
