Add model card, robotics pipeline tag, and links to paper/code

This PR adds a model card for Learning to Move Before Learning to Do: Task-Agnostic pretraining for VLAs.

It configures the metadata with:

  • pipeline_tag: robotics
  • library_name: transformers
  • license: apache-2.0

It also adds links to the paper, GitHub repository, and the official project page, along with the citation and installation instructions.
