TensorFlow SavedModel lookup table file-read ModelScan bypass PoC

The bypass SavedModel uses a tf.lookup.TextFileInitializer, which stores an InitializeTableFromTextFileV2 filesystem-capable operator in saved_model.pb.

ModelScan flags the control SavedModel containing ReadFile, but it reports no issue for the lookup-table SavedModel.
