Add pipeline tag and paper link

This PR improves the model card by:
- Adding the
pipeline_tag: text-generationmetadata so the model is discoverable under the text-generation pipeline on the Hub. - Adding a direct link to the paper page in the README content.
No other changes are made; all existing usage instructions, configuration details, and technical notes are preserved.
