Add model card and pipeline tag

Hi! I'm Niels from the Hugging Face team.
This PR adds a comprehensive model card for the paper Learning on the Manifold: Unlocking Standard Diffusion Transformers with Representation Encoders.
It populates the metadata with the appropriate license and pipeline_tag, and links to the official paper page and GitHub repository in the markdown content. We have also included brief usage instructions and checkpoint configuration details.
