QNN runtime for Hexagon v85 (QAIRT 2.51.0.260929)

The five runtime libraries a Hexagon v85 NPU needs, unchanged from the public Qualcomm AI Runtime SDK 2.51.0.260929: libQnnHtp.so, libQnnSystem.so and the V85 trio (libQnnHtpV85.so, libQnnHtpV85Stub.so, libQnnHtpV85Skel.so).

Nightmare Mobile ships QAIRT 2.50 for v68 to v81 in its APK and downloads these only on a phone whose NPU is v85, so the app does not grow for everyone else.
