Add detailed quantization environment to model card

Add a 'Quantization Environment' section to the model card listing the software stack used to produce this FP8 checkpoint: OS, Python, PyTorch (ROCm), pytorch-triton-rocm, Transformers, huggingface_hub, accelerate, safetensors, and datasets. Addition only; no other parts of the card are changed.
