Create model card with pipeline tag, license, and usage instructions

This PR creates a comprehensive model card for JetSpec. It links the repository to the JetSpec paper and its GitHub repository. It also sets the appropriate YAML metadata (pipeline_tag: text-generation, library_name: transformers, and license: apache-2.0), and provides the official installation and quickstart usage instructions.
