Question about Apache 2.0 license

I am trying to understand why this model is flagged as Apache 2.0.
The model card says it is trained on a mixture of data from https://github.com/project-baize/baize-chatbot
But this data and repo are GPL 3.0 and also includes among other sources Alpaca data.
Grateful for more transparency and insights on this.
This (https://huggingface.co/OpenAssistant/falcon-40b-sft-mix-1226) should perform on par.
I am aware of alternative, but would like to have clarification on this given also its popularity.
