why is the licence is cc-by-sa-3.0?

Anthropic data is under MIT license and dolly and open assistant are apache-2.0.
Can you check if you can change it?
For the Dolly and HHRLHF part of the dataset, we used Mosaic's https://huggingface.co/datasets/mosaicml/dolly_hhrlhf which is licensed under cc-by-sa-3.0.
cc-by-sa-3.0 still allows for commercial use, right?
From my understanding, the only restriction is that it must be attributed. No restriction on usage.
