Microsoft recently updated their phi-1_5 model here and it is breaking the current Open-Orca. This PR should fix that.

Thank you! I ran into this error last week and I was completely stumped. How do we get this PR approved?
No idea how to get it approved, honestly. I think we just have to wait for the Open Orca folks to work their magic and merge it.
@TKDKid1000 in the mean time, do you know how I can get your branch running on colab? I can do some testing
Hey @TKDKid1000 , thank you for the PR. I wanted to let you know a fix in a different PR has been merged to use the local files instead of relying on MS. This should ensure no breakage with current/future workflow.
