Multi-Turn Datasets: Combining Single-Turns?

How do you create multi-turn datasets? Is it simply a matter of combining random single-turn interactions? Thanks.
We have configured the follow-up queries to use context information. For example, if you look at Table 4 in the tech report, "the data bias problem" in the 2nd turn of user query is a part of the response for the 1st turn user query.
