Fine-tuning parameters

@rwightman May I get fine-tuning parameters config like before? Last time you gave me vit augreg2 config. It was really helpful. I wan to fine-tune this model as well. Thank you. There is training_hparam_examples.md in docs folder for training from scratch for other models. I want to fine-tune like this one.
