agent fully implemented, cleaned ui merged data etc

climate: climatology grounding (climate.py, build_climate.py, tests, 126 profiles)

wip: pre-rebuild snapshot

adjusting schemas and redoing front end, keeping old functions and tools to reimplement

Restructure repo to AGENTS.md layout; pin Python 3.12; refresh deps
