Do we need to report the use of external data before the end of challenge?
Use of external data is admitted for training, with the constraint that such data must be either publicly available or released before the end of the competition > (June 25, 2023). Additional data must not contain any information related to California (due to possible overfitting)
This should be indicated in the final report.
