Thanks for your interest in BLOOMChat! There was no specific concern with the OpenRAIL-M license. We have used Apache 2.0 for previous projects and are likely to use it as the base for other projects in the future, so we simply wanted to stay as close to it as possible while retaining the required RAIL usage restrictions from the BLOOM license.
