Add minimum transformers, tiktoken version to example

Because it seems like the example will depend on relatively recent versions of transformers (ex: https://huggingface.co/databricks/dbrx-instruct/discussions/26), let's add a minimum version for it and tiktoken to the example to avoid hiccups involving just using old preinstalled versions.
I can make this change in dbrx-base too if approved.
