For a non-technical person, how can we describe the license terms? And how different is this from Llama license?
Also what about not using it to improve other models?
Lastly, is license the same for both -base and -instruct models?

The text of the license is straightforward to read. It has clauses similar to the LLama 2 license; you can compare them yourself.
You can view the license of base and instruct, they're the same. You can already see that on the model cards, though.
As to what it means to you, that depends on your purpose and requirements. It's not clear what the question is, but, the license says what it intends to say, pretty much.
