Model licensing

I have one question regarding licensing. This repository is marked with the Apache 2.0 license, which allows usage for commercial purposes. According to the GitHub page, the repository contains all the model files required to run the solution. However, on the project’s GitHub page, there is information stating:
"The code of V-Express is released for both academic and commercial usage. However, both manual-downloading and auto-downloading models from V-Express are for non-commercial research purposes. Our released checkpoints are also for research purposes only."
Can you please explain this discrepancy?
