Fix: Upgrade to node:18.16.1 in Dockerfile

The current deployment is broken, resulting in a Build error.

The original OHIF repository added this update, due to a deprecancy issue with node.

I added the same fix to my HF Space deployment and it works great, see here, so I believe it should work for this Space as well.

@radames Do you have time to take a look?

As I believe this project is quite relevant among researchers working in medicine, it would be great if this was merged.
