"Cartoon Video Generation" Fails to generate

I have tried a couple of times on different devices over the past few months and have always been unable to check the checkbox for cartoon video generation
Upon looking closer and setting the checkbox to true via the console, it seems as though it never shows as though it is checked but will not allow me to generate a video I get "Video generation failed"
