i don't have amd so can't test. but there is google colab version to that you can use.

Youll need to open in console miniconda/scripts/activate.bat and type conda env config vars set HF_DATASETS_OFFLINE=0 TRANSFORMERS_OFFLINE=0 DIFFUSERS_OFFLINE=0
This will enable internet usage for huggingface services
@gotanidea i moved to another webui called audiocraftPlus, it based on newer version of audiocraft and faster for about a quarter https://huggingface.co/datasets/4eJIoBek/PAIT-Downloads/resolve/main/AudioCraft-plus-portable-win-small-model.7z it even can normally download models
It hosted in main ai portable things repo https://huggingface.co/datasets/4eJIoBek/PAIT-Downloads/tree/main so you know where to find it if something occurs
