Translate remaining radar axis annotations + frontier subtitle to English (main-system recommendation charts)

Switch all chart text (titles/axes/legends/radar) to English to avoid CJK font dependency on Linux

Fix HF build: drop fc-cache (fontconfig absent → exit 127); matplotlib scans /usr/share/fonts directly

Add Noto CJK font (Dockerfile) + matplotlib font fallback so chart Chinese renders on Linux

Deploy OptETF web app (cache-only on server, cross-platform paths, tz+dedup fixes) for HF Spaces
