This tool can I use into iPhone shortcuts ?

As said by 0xrk, this isn't a self-contained package that can be run like an app on iPhone directly. Also, it utilizes torch & cuda, which iphone doesn't support.
You can potentially run a remote server that hosts the processing, and make an apple application that sends request to the server.
