Should this repo be installable?

I am hoping to work this this model (from this repo) but currently the repo cannot be directly depended on by downstream repositories using common tools like poetry. The README and even the citation at the bottom of the model card point to an examples repo which I do not want.
I think making this repo installable just means adding in a simple setup.py file?
